El Registro de Economistas Asesores Fiscales (REAF), órgano especializado en fiscalidad del Consejo General de Economistas, considera que la reforma del Impuesto sobre el Incremento de Valor de los Terrenos, conocido como plusvalía municipal, es un «parche» que ha llegado tarde, pero no cree que sea inconstitucional aunque se haya aprobado mediante un real decreto-ley.
